Edible Communities is an international network of local food magazines, largely in the United States. They have dozens of magazines centered on cities, such as Milwaukee, Houston, and Toronto.
According to their website: “EDIBLE COMMUNITIES, INC. is a publishing and information services company that creates editorially rich, community-based, local-foods publications in distinct culinary regions throughout the United States and Canada. ”
According to my research, many of these publications accept submissions from freelance writers. Edible Milwaukee, for example, pays 15-30 cents per word. Features run up to 2,000 words. (Here are their guidelines.)

They also accept applications to start your own magazine – which includes a 2 day orientation training, promotional material, collateral, and other tools to help you succeed.
Each magazine has a separate editorial team. You’ll need to visit the website for the magazine you’re interested in, and contact the editor directly. Some of them list submission guidelines; many don’t.
